For fun I spent the last half an hour testing in vanilla. Here are the results of my tests I normally play with around 250-275 fps with about 200-300 villagers in water, I had 8 fps and even with sound off I had only about 32 fps. I must admit, when I first heard of this I assumed the enchanting books where like the BTW Arcane Scrolls. This is just... wow worse than anything I could imagine. So many other, better ways of doing this. I agree, this is an attempt to save the anvil.
