Can anyone help with this? I have been trying to place it on my cobble tower, but it is not working.

Post a screenshot of the area you're trying to place it. Chances are, something is blocking it.

Remember, you have to place it on an existing axle.

and there must be a clear 13x13 area around the axle

Also the 13x13 area needs to be empty of torches and yourself (you can't place it if you are in the way), not just blocks.
