Not sure if an oversight or not, but I'm still quite far away from a point where I can access the nether, but while caving in one of my HCS bases, I ended up finding a stronghold, which had plenty of nethercoal torches at the library section. Am wondering if this is an oversight and I should discard the torches, or a really good reward for my exploration and luck.

I'd consider it a reward for exceptionally good luck. I think I considered removing them after doing a global search on all the torches in the code, and decided against it in the end.
