Unable to light obsidian portal or netherrack.

Team,

I'm having difficulty getting a nether portal lit.
I've tested in creative/survival about a hundred of each of the following to try lighting.
Fire plow
Bow drill
Flint and Steel
None of the above worked for me.
However fire charge worked on the first try.
Using Flint and Steel has always worked for me before, it might have taken a few of them to light the portal in past versions but an inventory full of them is unheard of.

Running into same problem with netherrack

Any help or insight is appreciated.

There's another fire related item you're missing to start the fire with the flint and steel and other related tools. Answer below if you want spoilers:

Place a campfire and light it (flint and steel or torch). This is also how you light netherrack.
