Trading for Soulforge? (Spoilers)

This was in the patch notes, but the wiki is outdated and I'm wondering which villager trades this at what level. I'm having really brutal time trading up towards Eyes of Ender and wanted to start some automation projects while working on that front, and this is the only way to get Block Dispensers before the End.

Your plan is still valid. There's a tech progression plateau to rest on before the end where you have access to that stuff.
