[Timing rodent b] Hemp seed generation

To generate a hemp seed, is it necessary to till a grass-block, or will any dirt full-block suffice?

Is it necessary to be above sea level to make it possible to generate a seed?

You have to till a grass block to have a chance of finding hemp seeds, but I don't think your elevation matters at all.

Well, for some reason, I had a patch of grass spontaneously spawn within my hemp module of my sub-lagoon greenhouse. Construction delays allowed it to propagate to quite literally the 50% mark and then it halted...?

I'll till some random grass outdoors at sea level just to hedge my bets on hoe durability, and then once I have a seed I'll report back with my scientifical findings of underground tillage. By the time I get parity on both modules, the grass'll have had a chance to propagate fully I hope, allowing for maximal observation.
