I think this could be the in the old turtle forum, wich has been made invisible for the non-turtles, and is basically closed since the incident that lead to all turtles losing their rank.

I'm fairly certain it's linking to topics in the BTB section of the forums. I'm guessing the forum was made private to admins and moderators since the add-on is no longer in development.
