My guess is permanent night anyway. When you first start a map you'll have to deal with creepers stalking you when you're punching trees, and you won't be able to just hide in a little hole. Will make underground farming a necessity.

You have to remember that this isn't an overhaul here, it's a simple tweak. Just like Steel production being switched to a 1:1:1:1 ratio. That tweak requires you to produce more urns, more ground netherrak, more lots of stuff. This is just an instance where FC tweaked the vanilla features (like axes or Minecarts) but this change makes it a little more difficult instead of easier. FC gave us a hint in what area it was (the mechanically inclined players and automation), so we should probably stay in that area.
Remember, easy to implement, very simple tweak. (Torches not working is not simple, but only getting one torch instead of four is)

FC mentioned that this effected the more advanced users of the mod, while torches can potentially be obsoleted by light blocks or glowstone by the time you hit the nether. A torch modification would more adversely affect starting players and would make mining very difficult, given you'd have no light source except lava lighting until you hit the nether.
I, personally, can't fathom what FC would modify from vanilla, simply because there's so many vast possibilities that a simple tweak could be anywhere. Even removing the flint chance from gravel puts arrow production off until you have a saw, giving some serious implications to your arrow usage without a mob trap. Those two shots you used on a spider may end up costing you when a pair of creepers starts running at you.
Regardless, I'm very excited to see what tweak FC has in mind, and what he comes up with in the future as the Forge develops and unlocks new areas of vanilla functionality he can modify.

And we know it's a vanilla tweak.
1. My guess is that it is making it so you cannot have adjacent redstone torches powering devices, and that you must have a dust/repeater connection.
2. Levers/buttons/pressure plates don't act as a signal themselves, and instead only act as propagators.
Maybe it's both. But thats my guesses!
