It's more like 5/6ths the battle. Meet people. Talk to them. Find areas of common interest and explore them. Introduce them to something new. Let them do the same. Show off a little, at something you're good at. It will either develop from there or it won't. If it doesn't go anywhere from there, it's because it wasn't gonna work anyway. Go meet more people.
Meeting girls is easy. Job hunting, now that's a bitch.
