Not sure if intended.
Noticed I had never seen lightning strike in a tundra, so I made 2 tests on creative, one on a large biomes and other on flat snow, and in both no lightning ever struck snowy biomes.
The minecraft wiki seems to agree this is the case: https://minecraft.gamepedia.com/Thunder ... _mechanics
This makes snowy biomes disproportionately safe for wooden constructions, with relatively low downsides.
Lightning does not occur on snow biomes

Yup, that's intended.
