The picture's pretty dark, but it looks like you've got a lot of half-slabs in there. Mobs can't spawn on those.

I can easily see why Mojang would think of mob farms as an exploit if they didn't intend for players to do that. It's a point of view issue, really. Mr. B is right. If you throw a fire charge and miss, it just goes sailing off into the sky. Eventually it reaches the edge of the loaded world, and it freezes there. I don't know for sure if the same is true of ghast shots, but I think they're the same thing, so it probably is. It's a vMC issue.
